New York's 646 area code arrived on July 1, 1999 as an overlay for Manhattan, sitting alongside the borough's original 212 code, which had served the island since 1947. The new code was introduced primarily to relieve exhaustion of the 917 mobile-number supply, allowing existing 212 numbers to remain untouched. It was later joined by a third overlay, 332, which went into service in 2017 after being assigned in advance in November 2015.

As Manhattan's first overlay code, 646 carried a different social weight than its predecessor. Where 212 had long been the borough's original, deeply established code, 646 initially read as less prestigious and became the default for newer landlines and, increasingly, mobile phones. That distinction has persisted informally even as both codes now serve the same territory under mandatory 10-digit dialing.
