Toronto's 647 area code has a history built on firsts. It entered service on March 5, 2001 as a distributed overlay of 416, becoming Canada's first overlay area code and introducing mandatory 10-digit dialing to the Toronto numbering plan area. It covers the same City of Toronto territory as 416, spanning the former Metro Toronto municipalities of Scarborough, North York, Etobicoke, East York, and York.
The 2001 launch set a national precedent, and its model was repeated twice more as Toronto's number supply kept tightening: 437 was added in 2013 under CRTC Telecom Decision 2011-436, and 942 followed in April 2025 under CRTC Telecom Decision 2023-135, making the 416 complex one of the most heavily overlaid numbering areas in the country.
647 numbers are disproportionately assigned to mobile phones and VoIP lines rather than fixed landlines, and became especially common among younger Torontonians and newer residents once the original 416 supply ran short.
