History & Cultural Notes
San Jose and the rest of Santa Clara County are widely regarded as the historic and cultural core of Silicon Valley, and the area's telephone numbering reflects decades of explosive tech-driven growth. A relief plan for the region was first drafted back in 1998, but implementation was suspended in 1999 once number pooling eased the pressure. Exhaustion forecasts eventually caught up, and the plan was reinstated: the California Public Utilities Commission approved a new area code as an all-services overlay to the existing 408 numbering plan area on October 20, 2011.
A permissive period of mandatory 10-digit local dialing ran from April to October 2012 to prepare callers for the change, and the overlay itself went into service on November 20, 2012 — making 669 the first overlay area code implemented anywhere in the San Francisco Bay Area. It now shares its numbering territory with 408 across San Jose, Sunnyvale, Santa Clara, Cupertino, Milpitas, and several smaller cities:
- Saratoga and Los Gatos, in the western foothills
- Morgan Hill and Gilroy, in the southern part of the county
- Campbell, near the geographic center of the valley
