It entered service November 1, 2024, added as a further overlay after the combined 213/323 complex once again ran short on numbers, with the California Public Utilities Commission approving it back in March 2023.

The territory's numbering history runs in layers. Area code 323 was carved out of 213 in a geographic split in 1998, taking Hollywood and the ring of central and southeast Los Angeles communities surrounding downtown. Then, on July 8, 2017, 213 and 323 were recombined into a single overlay complex once 213 regained spare capacity while 323 faced exhaustion, bringing mandatory ten-digit dialing across the shared territory. 738 now sits as a third layer over that same ground rather than covering any new area.
