Richmond, the capital of Virginia, has anchored the 804 numbering plan area since 1973, when the state's original single area code, 703, was divided and the eastern two-thirds of Virginia became 804. That territory shrank twice more: the Eastern Shore and most of Hampton Roads split away in 1996 to form 757, and the western stretch around Danville, Lynchburg, and Charlottesville left in 2001 to create 434, leaving 804 concentrated around Richmond and its surrounding counties.
By the early 2020s, available 804 prefixes were nearing exhaustion. The Virginia State Corporation Commission approved a new overlay, 686, in November 2022, and NANPA put it into service on February 1, 2024. Because it is an overlay rather than a geographic split, every existing 804 number stayed exactly as it was; the change instead brought mandatory ten-digit local dialing to the region.
The combined numbering plan area extends well beyond downtown Richmond, taking in:
- Petersburg and Hopewell to the south
- Chesterfield and Henrico counties
- Mechanicsville, Powhatan, and Midlothian
- Colonial Heights, plus the rural Northern Neck and Middle Peninsula along the Chesapeake Bay
