Southwestern Ontario's telephone numbering plan reached a turning point in 2006, when demand for lines under area code 519 began to outpace supply. Regulators approved an overlay rather than a split, and permissive 10-digit local dialing started on June 17, 2006, becoming mandatory that October 14; area code 226 numbers were then released for assignment on October 21, 2006. The change let London, Windsor, Kitchener, Waterloo, Guelph, and Sarnia keep sharing a single dialing region even as the population base grew toward roughly 2.6 million.
