428 is not a stand-alone territory but a distributed overlay laid over area code 506, which has covered the entire Canadian province of New Brunswick since it split off from the Maritimes-wide 902 code in 1955. As 506 approached number exhaustion, the CRTC approved relief through the new overlay in a 2018 decision, and 428 went into service on April 29, 2023, bringing mandatory ten-digit local dialing to the province.
