History & Cultural Notes

Manitoba had gone without a new area code since 204 was first assigned in 1947, so when the province's numbering supply began running low, the CRTC's Telecom Decision 2010-526 of July 28, 2010 chose an overlay rather than a geographic split to provide relief. 431 went into service on November 3, 2012, meaning callers across the province gained access to numbers under the new code alongside their existing 204 numbers without anyone having to change their own. The shift to ten-digit local dialing that made this possible was phased in gradually: permissive dialing began December 1, 2011, mandatory dialing started July 29, 2012, and full enforcement arrived October 20, 2012, just weeks before the new code launched.

431 covers the same territory as 204, reaching from Winnipeg out to Brandon, Portage la Prairie, Steinbach, Thompson, and Selkirk. A third overlay, 584, later joined the same numbering plan area in October 2022, giving Manitoba three overlapping codes across a single province-wide territory. The province's economy spans agriculture and agri-food processing, manufacturing, transportation and logistics, financial and insurance services, and mining concentrated in the north.
