917 holds a unique place in North American telephone history: it went into service February 4, 1992 as the first overlay area code in the entire numbering plan, laid across all five New York City boroughs on top of both existing complexes, 212 in Manhattan/the Bronx and 718 in the outer boroughs. New York Telephone initially reserved 917 exclusively for cellular phones and pagers -- the FCC later ruled that service-specific area codes were impermissible, but grandfathered the numbers already assigned under the old rule.
As the city's two complexes grew further overlays of their own, 917 came to span both: Manhattan added 646 in 1999 and 332 in 2017, while the outer boroughs added 347 in 1999, 929 in 2011, and 465 in 2026. Because 917 continues to cover the whole city alongside all of these, it remains bound to both the 212/646/332 Manhattan complex and the 718/347/929/465 outer-borough complex simultaneously.
The code's mobile-only origins left a lasting cultural mark: for years, holding an original 917 number was an informal status symbol in New York, understood as proof someone had carried a cell phone since the code's early-1990s debut.
