History & Cultural Notes

Rather than splitting Hartford's territory further, regulators layered a new code on top of it: 959 went into service on August 30, 2014, as an all-services overlay of area code 860, itself a 1995 split from 203. It was Connecticut's second overlay after 475/203, and the state paved the way by making ten-digit local dialing mandatory statewide back in November 2009. NANPA formalized the plan in Planning Letter 456 in August 2013 before the overlay activated the following year.

Because it's an overlay rather than a split, longtime Hartford-area residents and businesses largely kept their original 860 numbers, with 959 reserved mainly for newer lines. The combined 860/959 territory covers Hartford plus most of Litchfield, Middlesex, New London, Tolland, and Windham counties, stretching to New Britain, Bristol, Middletown, New London, Norwich, Willimantic, and Torrington.

Hartford has long been known as the "Insurance Capital of the World," headquarters to The Hartford, Travelers, and Aetna. The territory's identity runs deeper still:
