Unlike a split, which carves out new territory, an overlay layers a second code onto the same footprint, and that is exactly what happened when Ohio's first overlay, area code 567, was assigned by NANPA on July 14, 2000 and went into service on January 1, 2002. It sits directly on top of area code 419 across the Toledo and northwest Ohio numbering plan area, introduced to relieve central-office-code exhaustion without splitting the region or changing any existing 419 numbers. Mandatory ten-digit local dialing accompanied the change.

Because 567 shares its entire territory with 419 rather than occupying a distinct sub-area, the region's identity was never redrawn; new lines and businesses across Toledo, Lima, Findlay, Mansfield, Bowling Green, and Sandusky simply began receiving 567 numbers alongside existing 419 ones. Toledo's economy reflects a mix of automotive manufacturing, including Jeep and Stellantis assembly, glass manufacturing, healthcare, higher education, and logistics and distribution, all of which now draw on the shared 419/567 numbering pool.
